You can't download it.
You've got to be a) an MSDN Universal Subscriber (with some other restrictions, based on country, so I understand) and 
have a DVD subscription (they won't send it out on CD at all, and won't send DVDs to a CD subscriber).
I've not got time to try it this week, but next week...
