I'm not sure what your getting at duckie..
I have two houses, both with Rogers@home high speed cable.
The first house has its IP changed every 6 hours, the second has a nearly static IP that expires every 2 months or so.
I have servers running on both, the house with the changing IP has its dynDNS address updated the second it changes thanks to a handy app called DeeEnEs, located here
This utility runs in the tray and literally updates the IP the second the old on expires. Its worked well for me, I use the static server as a webserver and FTP while I use the dynamic server as a POP3 server, gateway for HTTP tunneling at work, and as a private shoutcast server.
Its worked well for me, I've had this setup for about 2 years now. Hell I'm even introducing web-based email next month.

I'd really love to help with the hosting because I am a Page Designer and all, but I really dont have those kinds of resources. If it helps at all though, If you go to http://www.smesource.com/Hosting/ and use their power search, you can find many of the options you are looking for. Though the options you want is most likely not free, it will be for a small price, normally under $10 a month. Sorry, but its the best I could do.
Duckie, you could always see if everyone would be willing to donate money for you to find a new host that allows large amounts of bandwidth each month.
I remember a lot of people were willing to donate money to get Iceman a new host when his went down, and seeing what you have to offer I'm sure a lot of us would do the same. Even if 40 people donated $5 that would be $200 right there. There are a ton of registered members here so I don't think it would be hard to find enough people willing to help.
You should look into that option because I would definitely be willing to donate at least $10 to get you a good host.
I would as well, though I do think we have to realize how many people here actually *can* donate money...(paypal or other methods).
Duckie, the reason I asked you this is perhaps we could find you a fairly decent low-price host. (I used to use phpwebhosting and I think they are pretty good). I am not quite sure what to suggest to you but if I ever get out of financial fun (I'm in college, which as I"m sure you're aware of means big loans :-/) I"m in, I will be more than happy to donate some money to help you out.
Have you thought of asking people to host certain parts of your things on their servers and then having one unified site with download links to the different servers? (sort of like a joint-website)
We tried the donation thing. I dunno how jef did, but I only got 4 donations over a 3 month period totalling less than $35. So, as you can sadly see, not many people helped out.

I really dont think donation will ever work. Find a host who is willing to negociate, or something. Maybe jonmega can also host your site? You might want to go to webhostingtalk.com and ask in the request forums for a host who will trade an advertisement on your site, for hosting.
And like that get about 3 or 4 people to host you, and split up your files into that many servers and put their ads on your page, in a cycle or something, you can probably do that.
I am looking into viable P2P options, I'll report back with what I find.

So I've been looking into OpenNap it offers source code, so we could modify the way clients are authentificated to make it unique to Aquasoft clients. I can do that in the linux server and client but I lack the neccesary winblows compiler.
