I lived in Moscow for a year a while back, and I remember being so layered I could barely move, it might have been on a vacation to St. Petersburg since that's near water...
WinRoll produced the effect...I don't think it's possible to remove the application background in Photoshop...oh well.

Nico: are you referring to the hsn screenshot? If you are, it actually isn't that bad (I just don't like the wallpaper). Otherwise, please share what is freaking you out.

@gnomexp & nighty: I don't like the quality of the image, the visualstyle in use is years old, the wallpaper is messy and a crappy version of a different version I've seen of it, there's nothing running except default YzShadow (sucky tray icon which could have been hidden), and nothing matches and the visualstyle isn't even that good. Other than that, it could have been a better screenshot if he used windows classic with the defualt blue background and have no apps running.
Depends what you see, I see a theme+wallpaper that goes really well together and a super cool white glow which makes it rock even more
There was a time where I had a horrible desktop too. Either he is still learning about the fun things one can do to windows or he has a unique sense of style. Both can be appreciated. Even after being members for awhile, we still churn out crap from time to time. Remember this one of mine from Halloween?
As far as the visual style being outdated, can you imagine what people will think of Somatic a few years from now? Can you remember when Cappuchino was in style? Things change over time, but some people like to hang on to the older themes. People here still use Pinstripes even though we have evolved into Milk or SmoothStripes.
There are ways to tell people that their desktop is crap. For example, if someone's fonts are out of whack, tell them to use ClearType or a different font. Don't scream that it is horrible. If anything, you can always say that it simply isn't your style or you can compliment the person for what is good (like the icons). Don't just whine about your temporary loss of sight.

You can achieve it though either Y'z Toolbar or through WindowBlinds.
