you can make one yourself easily.

simply load the theme in stylebuilder and recolor it. there should be a hue/sat setting that lets you do this.

YES! I'm glad you asked! Replace uxtheme.dll (in [root]\windows\system32\) with the one here using the replacer script

lol, keith. i like to use reshacker and ps also. i just don't like stylebuilder, but actually, you should try out resbuilder sometime. it's a little better than reshacker for modding visual styles because you can directly edit images.

and yes, please use a patched dll. why pay for software when you can just replace a system file?

Yes, there's a RED (super-red) VS called Char. I believe it is by a Japanese skinner. The thing is very very red.
