x11 doesn't have much to do with graphics and icons i think. It is the Desktop environments that manage that, and they both use pngs or svg files. Icon themes for both the top 2 desktop environments (KDE and Gnome) should use a freedesktop.org defined file i think. Just download an icon package from kde-look.org (for kde) or art.gnome.org (for gnome).
If you are talking about making graphics for Apples os x implementation of x11, i think you'll have to look through their site to see what tool kits (if any) the programs use.

X11 is a protocol for drawing the actual images on the screen. Its not at all responsible for the icons, themes,etc. Like Fissy said, thats the job of your Window Manager and accompanying apps.
But you want a website thats dedicated to graphics on Linux/X11? Why what luck you are in:
KDElook.org or art.gnome.org They both have tons of themes and icons for the two most popular windomangers outthere. It all depends on the window manager and apps you use for icons, but most use PNG icons, so theres no special format, you just need to convert from the format.
