Im pretty sure 2000 dosent natively support themes. Windowblinds works with 2000 I believe. Have you tried it?

You can use windowblinds 4.2, works very good.

you cannot theme w2k per se, but you can change the look.

check out wint.virtualplastic.net for some awesome hacks you can do.

there's also shellwm and windowblinds (as mentioned).

and of course, you can change the shell.
