- Install a premade forum?
For answer numero two there are a number of prebuilt forums available for purchase/download such as vBulletin, phpBB and Invision PowerBoard. Instructions for setting them up on each site or the readme included in the download.

not sure what I need I use Dreamweaver mx to do my page can it be used to do a board?
If you would like to create a forum from skratch (why does that not look correct?) you could, but dreamweaver wouldn't help. You would have to get software like es recommended. You cannot use Dreamweaver because you need to know PHP and MySQL for the best type of board. And as es said, the instructions for installing each of the software is on the site. Basically, make sure you have PHP support from your server and a mySQL database, it will not work otherwise. Usually set-up will include "upload the files in the folder name upload and go to this path to setup the board."
