On the windows platform, its up the designers of the screensaver(actually just and excutable "example.exe" named "example.scr") to implement this functionality, and years ago when screeen savers were at the most popular many did indeed have this functionality even though this required the program to load with windows, which sometimes deminished system performance. As time when on though, it was under "best practices" to not have this functionality due to consumers complaining about system crashes, low resources from bably coded screen savers, so most creative departments stopped using the functionality.

OS X is coded in a way where the problems due not occur, and mem leakage is limited to how many resources it can consume, makes ya want OS X eh?
