[release] High Performance Clock 4pak

This update to the original HPC includes the following:

- 3 new faces: DigiGlo (based upon the Timex Indiglo watch feature), Classic (a simple black and white face) and Tactical (glowing red on black for stealth)

- Original Black face

- Improved overlay appearance

- Thinner hands for a crisp look

- Properly named overlays for easier editing

Installation: (This config set assumes that you have already downloaded the latest version of SysStats for ObjectDock, as well as having some familiarity with setting up a SysStats config)

- *.ini files within the folder labeled "configs" should be placed in the "configs" folder of your local SysStats installation

- *.png files within the folder labeled "icons" should be placed in the "icons" folder of your local SysStats installation
