Also, try searching the forums. You might have found TaskPicture by SAQLA. It could also be a dock (either MobyDock or ObjectDock do tasks).

I guess it could be Samurize, but I don't know anywhere near enough about Samurize to comment.

I think it's Object Dock, without any shortcuts, the task section enabled and transparent background.
