Try adjusting the tracking speed in the Mouse control panel under 'Preferences'.
In related news, I've had some trouble with my mouse too (iBook)...it 'sticks' sometimes, i.e., won't respond to button clicks, or it selects text and won't unselect it. Sometimes I have to unplug the mouse and plug it back in to make it stop. I think this is a bug in Panther Versions 10.3 & 10.3.1. I'm running 10.3.2, and no mouse issues so far....hopefully they are fixed.

Well then if it's not the tracking speeds, then it must be the same mouse issues I was experiencing...like I said, the 10.3.2 update seems to solve these issues (most likely a damaged/incorrect driver problem). So hopefully when that update comes out, your problems will be solved. I'm guessing it has to be the drivers for 3rd party mice, as the trackpad seems to work fine...
BTW, what type of mouse are you using? I've got a basic Logitech Optical with two buttons/scroll wheel.

Ive tried it with a couple of mouses, i think the purpose of it slowing down when i slow down is to make it easier to pin point a certain area, it does happen if im using the little pad, meh, ill ask the people at the mac shop this saturday
