icon workshop should let you open mac icon files on a pc, although I have never gotten it to work, but try it you may have better luck
There is a tutorial somewhere on this site. It involves Stuffit and another program, I forget. But look for Mac icons to PC, or something like that.
Just to clarify, the .sit file is just an archive file containing one or more icons, but not all Mac icons will necessarily come in a .sit file. Axialis IconWorkshop will open Mac-format icons (.icns, .rsc) quite easily.
After uncompressing the Mac icons from the sit files, open the files up in Axialis Iconworkshop and convert them to Windows ico format.

it gives u the settings for both Axialis and StuffIt.

U need to go to > Options>Cross Platform>
Convert Text to Win Format >never
Save Mac Files In Binary Format>Always
Add File Extension>Never

Normally what I do after uncompressing the files:
(1) Start Axialis Iconworkshop
(2) Choose the Explorer option (Ctrl+E)
(3) Browse to the folder containing these Mac icons
(4) Select all the files (Ctrl+A)
(5) Batch-convert selected Mac icons to ico format (Ctrl+Shift+C).
If you're using Linux, you could use icon2png Linux Edition (http://www.bearca.com/). It works very well. Someone maybe able to compile it for Windows with Cygwin, if someone was up to the task. I prefer icon2png over IconWorkshop. I've had better results with it.
if you change the file extension from rsrc rsc, it should read it in icon workshop. thats how i do it
