Howe To Make Pc To Phone Conversations?

I need to know what i can do to call a friend (locally) from my PC. I need it to be free and easy to set up. Does anybody know of any software that does all that?

I thought that functionality was bundled into Windows? Look around in the start menu, I could have sworn I've seen a Phone Dialer before.

you can do a video conversation using netmeeting (run > conf), msn messenger, or skype.

You could also go buy a 5 dollar phone from Wal-Mart and use that... :)
