Edit: I see that the file is running in sys tray but when I click the volume keys onthe keyboard, it does bring up the volume program but when I move the volume up it automatically brings it all the way back down. ??

This sounds like you've got your volume muted in some obscure way...
Either that, or 3r-1c isn't connecting to your sound card driver <_<
