Probably has something to do with the built in connection with Winamp that Samurize has, maybe someone more familiar with the program can answer that for you. Has a very iTunes look though.
It's an beta app made by SAQLA and it has not been released to the public. There have been a few discutions about it in one forum (I don't remember if in Skins or Customizing Windows GUI). But I haven't seen any new desktop screenshot (activity) from SAQLA (here) maybe he get bored

Does it interact with Winamp? Would be nice if it could be made to work with iTunes.

GAH!! I would love to have this so much. Tell SAQLA to release it and quit hoarding it with all the other Japanese users. 
Me want this app so much too.
I can't tell him to release this app, I talked only a few words with him, and what he told me was that the app was at beta stage. Maybe we wont never see it but it is up to him to release ir or not.

I don't know .. but if you see some screens there is the rating for the file that is playing I'm using winamp 2.95 and I don't have that feature ... so I think it's not for it, but I may be wrong, maybe there is a plugin for that.
I know iTunes rates it's songs the same way, I can't remember if QCD rates them in the same way or not, if memory serves me, it does.
I think 'saw' this app long time before iTunes for Windows was released
it seems like saqla has a ton load huge amount and alot of really good apps that he isnt releasing. it has been a looong time since i saw him post...did he leave?
