System Tray Icons
Are you interested in illiminating just the arrow while keeping the ability to use hidden task tray icons? If so, you can just edit your visual style with stylebuilder from TGT Soft. If you want to just disallow tray icon hiding, just go to your control panel, go to the "taskbar and start menu" dialog, and uncheck "hide active icons".
The icon spacing issue is something we've been looking to tweak for a while now, as far as I know no one has managed to do it. I might be wrong, though, yet I remember looking for a way to do this a while back and coming up with zilch.
Ya, as far as hiding the arrow, and still hiding icons. Your best bet is to edit the theme, and replace the arrow with a transparent image. Then you'll just have to hope you click in the right spot to get your tray to slide out.. shouldn't be too hard though.
And as Liron said, the only known way of expanding the spacing is to use a 3rd party app, like ObjectBar. That kind of beats the purpose of what you're trying to do here.

If you've got the resources, use ObjectBar as your taskbar and systray (AKA OS X). The icon spacing is flexible with that app.

GBGB I'm not too sure about this but hadn't someone developed an application called Spacer which could space out icons in the taskbar? (I believe it was beric...but could you confirm this).

you are quite right, sid. there's a program called spacer, but in the other thread (i posted a link), people said they were having problems with it.
Sid - You're absolutely right, there is a program called spacer which claims to space out the icons, although it didn't seem to work for anyone who provided feedback (it was a topic last month, I think). Spacer only seems to create a space between the leftmost icon and the tray hiding arrow.

Spacer has a memory leak I believe, at least for something that small
