I don't think we will see any application plugins for iTunes until Apple releases a plugin SDK for Windows. There is a plugin directory in Application Data but it's probably only going to get used for visualizations until we see a plugin SDK.
In the mean time though there is lots of programs for windows that will do the task you are looking for. Still hope Apple releases the plugin SDK in the future though.

i know of total recorder, but it is mainly a blind recorder of whatever sound is passing though the soundcard. are most of what you are referring to like that or is there something really cool that i don't even know about (old school)
the coolest thing about streamripper is that it can save the id tags and individual songs from the streams which makes things really easy to record and manage. who knows, maybe the company or individual that makes streamripper will port it himself...
