Things you need.
Resbuilder from tgtsoft (Download)
Adobe Photoshop or something equal I recomend Adobe.
Windows Paint
Your favorite Icon program
IconXP
Axialis IconWorkshop
Restorator or ResHack I use Restorator nice interface
Ok now lets get started.
(First thing you want to do is make sure you back up anything you modify.)
Now that you got all the files above lets get started with the modifying. First thing you want to do is open your shell32.dll file with Resbuilder.
Now scroll down to the bitmap folder and hit the + sign to expand it's tree, here you will see numbers that look like 204(1033) witch is your first bitmap. Now close the program now you should be in the Resbuilder directory if so you will see a folder called temp witch has all the files contained in the shell32.dll. Scroll down till you find the bitmap files named these below.

Now at this point you may want to make a new folder and put these files in it and make yourself a zipped back up copy of these bitmaps for any other jobs you might want to create.
Now you are finished with Resbuilder you won't be needing this anymore. That was the easy part.
Now on to the harder stuff.
At this point you want to open your first bitmap with your favorite editor Adobe Photoshop once here you will see your first toolbar if you need to know what size the icons are I use the marquee tool make a box around the icon it self once I have done that go to the adobe toolbar on top click on edit and then copy now go to adobe toolbar and select file, new, here you will see the size the icon would have to be. Hope you understood all that I don't know of any other way to explain this sorry about that.
Now you need to choose your favorite XP icons for your new toolbar. Once you have decided witch icons you will use start by opening your first icon with either IconXP or Axialis IconWorkshop. Now that you have open with one of these editors, for IconWorkshop you will see all the different icon sizes on the left choose your largest one shown and right click and export as Photoshop with transparency PSD to a place on your drive where you will be able to find it.
And for IconXP open the icon and you will see the icons on the right hand side, click on your largest icon and with it selected go to the toolbar on top where it says file, save as, here you will see a drop down menu click on it and scroll down to Photoshop image and hit save. Again make sure you save it where you can find the PSD file.
Now that you have your PSD file. Open it with Adobe Photoshop and here we need to resize the icon. Wth that said go to the adobe toolbar at the top where it says image scroll down to where it says image size for the first bitmap (Bitmap00204) the icon size has to be 22x22 so make it 22x22 now go back to the toolbar you opened with adobe and right click on the first icon and choose layer 0. Now go to the marquee tool and put a box perfectly around that arrow icon once you have done that you should be able to hit the delete key on your keyboard leave it selected now minimize the toolbar so your back at your icon. Now with the marquee tool you want to put a box around your icon with it selected go to the adobe toolbar select edit, copy,. Now minimize that icon window and now you should see your toolbar bitmap again your going to modify it with the new icon selected now go back to the adobe toolbar and hit edit paste once done with that do the rest of the icons the same exact way. Once done with all the icons on your toolbar your going to save it so go to the adobe toolbar and select file save and save the file as a (png) file that's right a png file.
Now open the PNG file with windows paint go to the windows paint toolbar click on file save as 24-bit(bmp:*dib) now you should have your first complete modified bitmap.Do this process to all these bitmaps if you like.

Now to insert your new toolbar bitmaps you will need to open your favorite system file editor like Restorator or ResHack with that said lets get started. Open shell32.dll scroll down to the bitmap folder you will see a + click on it to expand the bitmap tree now you would see the numbers of the bitmaps you need to replace start at #204 and work your way down #228 with ResHack click on the first bitmap witch is 204 go to the ResHack toolbar and select action now replace bitmap once all files are replaced save your shell32 file your toolbar should be complete. With restorator do the same thing.
To replace the system files look around there's a lot of help elseware this took me about an hour to type one finger at a time sorry.
Was hopping this would help someone out that may have helped myself and maybe we will get more toolbars rolling on this forum.
