Try, Start-Run->gpedit.msc->Admin Temp->Desktop->Enable remove recycle bin.

gpedit is only in XP PRO I believe.
But you can remove the Trashcan from TWEAKUI. Look harder.
And use the "RANT" emoticon sparangly.
15min now i check TWEAKUI, i cant find it.
I cant do nothing in the Deskop option for the trash.

under "desktop" you can uncheck the recycle bin. see pic.
are you on windows xp? 1.33 isn't for xp. you need to get the one for xp.

now installed the 1.25 version..
But i dont have the Recycle bin icon in the deskop option.
I only have the outook and network icone..

good good. no wonder you couldn't find it.
anyway, you should have gotten the latest version of tweakui for xp. there are lots of extra options there too, like changing the number of folders remembered.
dunno if anyone is interested, but I downloaded this .reg file a while back, I'd do the credits if I remembered where I downloaded it from but anyway...
This reg file creates the option to show or hide the Recycle bin...
In Explorer click Tools Menu > Folder Options > View
Right near the bottom somewhere you'll see a new check box that allows you to show or hide the Recycle Bin
