You should always back up your system files before deciding to replace them. Anyway, I presume you downloaded the SnowE pack from here?
Run the SnowE2 pack exe file again. Choose a folder to uncompress the files to. After uncompression, it will ask if you want to launch the installation or not. Untick the checkbox. And then browse to the folder where the files have been uncompressed, and you'll see what dll files you'll need to fix.
As far as I know, there is no specific file that changes the language from English to French. The language is contained in each of the dll files. You can't simply replace one dll file, and want the language to then return to English. You have to replace all the dll files that the SnowE pack placed in your system.

I also noticed that there is a file inside named Snow-debug.bat. I think it uninstalls whatever changes you have made. Perhaps you can run that 1st and see if it works.

If it's the french snowE pack that Hush have linked, you must run the snowe-debug.bat from folder c:\windows\system32\snowe.
