Gosh Darn Ati Drivers: Black Frame Around Directx 10 Games

So whenever I try to play a game in directx 10 (like h.a.w.x, crystasis: sleep of reason, avatar) on my hd 4770 1 gb my screen gets a black border around it. I e-mail ATI about it and they just said it will be fixed in 10.x drivers, except its been around since the 8.x drivers so I don't believe them. I have scaling the whole way up and I have gpu scaling enabled. Still I get this black frame any help? Anybody have the same problem. Here is a screen shot:

Nvidia is the way to go if you don't want hours of headaches.

Does it do the same if you output the display to a computer monitor? Also check you are using the correct resolution for your screen.
