Also, if I want to do a Google Wave event, can I include people who do not have Google Wave invitations?

Sadly, it is limited. So don't waste your invitations. 
as far as i know, we are limited to 25 for now. Maybe they change that as it developes.
Only ppl with google wave can be invited. If you have the same person on both your gmail address book and wave youll see them automatically in GWave, but they DO need to have the wave account.

just do what I do, create gmail accounts invite yourself, have over 9000 invites.
