I Apologize For The Question But...

The website seems to be down at the moment, or something because I can't seem to navigate it.

Anyway, I happened upon Xwindows dock while messing around on Wikipedia and I was led to this site. I did a little bit of looking around and I honestly can't seem to figure out the primary function of the website/forums. My best guess is that it is a skinning and desktop modification community, is this correct?

Either way, I might stick around because it looks like some cool things are going on here

You've got it about right. If you are in a sub-forum, look at it's title and subtext and you should have an idea of what's being discussed within.
