Creating An Iphone App.

Would anyone know how one would go about creating an iPhone app? How much would it cost to hire a developer and all that? When you submit to Apple, is there a chance or rejection or do they accept everything?

PPS: I checked more info and discovered that you can do such thing in Windows too...but never tried

What kind of credentials should I look for if I'm looking for an app designer? Someone who knows how to write in Cocoa?
