How To Change This Folder's Icon?

Try this:

Click 'Libraries', then click 'up folder'. You should see this folder in explorer window. Then right click on it, properities, change icon. It must work.

I did this today... when you do that it shows up in a few hidden folders under your username under docs and settings.
