I'd say different people have different opinions. As you can see, some people like WindowBlinds. I personally like TuneUp Utilities' built in theme changer, TuneUp Styler. Both of those programs are good in the sense that you don't have to patch any of the .dll files to make them work.

VistaGlazz and Vista Visual Master are two other programs I have tried out, but I could not get either of them to work. They both have an option to patch the .dll files necessary, so it's an automated process.
