The docks are tabbed docks for ObjectDock pro or whatever it's called. There might be a skin out there for OD that just looks like that without the functionality, but I don't see why it would be appealing.

As for the backgrounds, there are several programs for XP that change the background of a folder, but I'm not sure of the titles right now.. and for Vista, I wouldn't know.

I think the UI mainly uses the lucidia family, like Lucidia Grande and such.

it is very easy, you can change the icons with right click and dock entry properties.. and then you can select the icons

You can do this with ACDSee 2.4. Turn off all bars and menu and you got it. The topbar belongs to your msstyle or WindowBlinds.
