Is there a program for win xp home sp3, that can make a background like animated...
i'm not saying like vista's dreamscene
but my sister has a Macbook, with a OS X tiger, and I saw that she had a background with a picture, then suddenly it fades, then a new picture fades in....
Is there a program like that?

There are a few programs that can do this, searching for animated wallpaper will give you the best results.
However most are quite annoying after a while and most, if not all, are very processor hungry.
Mac do it well as it's built into the OS, so don't expect the same high results using Windows. 
DesktopEffects, by our very own Ave, can do the fadey thing. Don't know how smooth it is though.

Is there one for windows xp, i saw a video on youtube, but he was using vista w/ aero, and I really hate Vista, is it possible to give links for xp?

Same... same program.
It probably runs better on vista thanks to aero, but I don't think it's incompatible.
Else go for stardock deskscapes, I bet somebody has written a dream that allows you to do that!

I'm sorry for double posting, but I just installed vista home premium, and I installed it and it did not work
I have aero on, and I have the visual thing installed, and have DX10 installed
Yes I did Reboot, I reboot twice actually and it still did not come up...
