Reflecting Icons?

Is there an app that works with Windows Vista to reflect dock icons? I've tried iReflector but it doesn't work on Vista. Any help is appreciated.

Yes, i have tried all the various compabilitymodes, but theres no go.

I could easily use Photoshop, the problem is just that im new to Photoshop and i dont know how to reflect the icons. Have tried several guides, but maybe im just a tool. I just dont get it :D
