Why objectbar doesnt load on startup?

Put the shortcut for objectbar into the "startup" folder in your start menu.

there's icon "Stardock ObjectBar" in startup folder, along with icon "Stardock ObjectDock", but it doesnt load anyway.. it is also marked at msconfig.. what's wrong with it..

I also have a problem with languages.. After reboot I can't switch to Russian, for example "alt+shift" doesn't work.. Then I go to "Regional and Language Options" and change it to "ctrl+shift", after reboot i got same =/

any1 can assist me with my problems please ?

does anyone know how to solve problem with languages? Im using objectdock+ and objectbar, and each time i reboot my PC i must configure hotkeys to change language from russian to english, it just doesnt work..
