I've windows xp sp2 in italian language (I'm Italian)
Enter "Folder Options" Menu and select the option to show hidden folder...
in italien language the folder isn't named startup i think the name is "di avvio" ?

Have you tried to re-install RK?
When you say on icons, have the icons been deleted?
Check what state the item.conf file is in, if it's empty, I'm afraid to say you may have to rebuild your dock.
You could also try a system restore back to when it was working.

I will try to reinstall it does my memory have any thing to do with the icons not showing up ?

I wouldn't have thought the memory would have any affect.
I'd download the latest build here
