Aqua-Soft ForumsI installed icon tweaker ages ago and it worked brilliantly but then my computer crashed some time ago and I hat to reinstall it. It hasn't worked since. When I run the programme it pops up in the taskbar but no window shows up. I was just wondering if I could get some help here.

When you say crashed, do you mean you also reinstalled windows? If you reinstalled Windows without a disk format (or from a Restore Point), then reinstalled IconTweaker it sounds like you might have some registry conflict.
Uninstall IconTweaker and clean your registry out.
As for your second question IconPhile comes to mind.
Oh, as for both if you're using XP SP3 then you may have issues either way
