You'll need Skinstudio for windowblinds, and Stylebuilder for visual styles. You can get them at Stardock and Tgtsoft respectively.

Correct me if I'm wrong.

I suggest working off an existing stylexp and windowblinds theme so that you learn more.

However if you release one using other themes as templates, don't forget to ask for permission.
