Found this for you Dock On Top which looks like you can do it in Tiger, not sure about Leopard.
Didn't find anything regards moving the Menu Bar to the bottom, and to be honest I don't think it would look right as the bar hold all the "file, edit, view" menus which would be weird looking if the popped up from the bottom, rather than dropped down.
