the only thing to make your monitor touchscreen is a touchscreen monitor... if the hardware even exists to make a normal monitor touchable, it is with out a doubt, more expensive than a new touchscreen monitor,
new/used touchscreens can be found at decent prices though,
If I remember correctly there is a film you can put over your screen that can turn it into a touch screen. it's basically a sandwich of two clear plastic layers and an invisible circuit board. I'll have a look on google and see if I can't find a link to it.
