does anyone know if TIme Machine has to be dedicated to a whole drive.. or can it be partitoned for other uses as well as timemachine ?

You can partition a drive, or just choose a hard drive already in use as the Time Machine host, as long as it is formated in Mac OS extended file system with journaling enabled. Though, it is not the best idea, because if something happens that makes the hard drive inoperable, so will all of your Time Machine backups.
The best, and safest solution is an external portable hard drive.
I've got my external hard drive set up in partitions. I have one partition for Time Machine that is the same size as my MBP's hard drive, then the remainder is my own storage area.
