Every bit you enlarge a picture, what's happening is, pixels are getting added here and there by the hand of some clever guesswork of the editor you're using. But eventually it WILL get screwed up. It's like making a copy of a copy of a copy. So depending on the end-use of the picture, it all boils down to personal taste of how much you can enlarge a jpeg. To keep the distortion to a minimum, start off with a high-res image, say minimum 2560x1600. And enlarge by a maximum of 15-20 %.
Vale46 is right, get a high-res image whenever you can.
But if you can't afford that, check for fractal enlarge. I haven't seen free alternatives for this, but there are some paid photoshop plugins and sort of, and it is pretty good.
Fractal enlarging doesn't generate detail, however it preserves the edges sharpness while enlarging.
