It's supposed to be a rock (or metal I dunno) band... I think it is dogs of war by pink floyd but... who knows?

I would go to a music database site and look through the artists. Search for "and" then Next your way through to make filtering faster. I was going to start going through http://www.songmeanings.net/ , but I'm not going to do the work for you 
. Then just look through their song list to find a song title that makes sense of the clues.

Kashmir is a region that is in the crossfire between the two countries mentioned. Wiki it. The dog I don't get. Maybe the teacher mistook a dog for a goat? Cashmere is a fabric from a specific species of goat.

That is somewhat true nowadays, because no-one really knows what's going on up there.
You know Pakistan vs. India gave it away, for me at least.
