I don't think so... AFAIK rklauncher isn't for mac... it's some custom reflections type dock icons methinks... Rissol?

I'm not Rissol, but I think I can answer your question. It's a screenshot of Mac OS - Tiger, with a transparent dock. He modded the wallpaper by adding the black part across the bottom, that's not a dock, it's part of the wallpaper. The icons are The Kobhens, recolored.
