Making phone calls from my computer

Okay, so I've set up my Windows installation so that I can use dialer.exe (native windows file) to make phone calls. I have my phone line connected to my built-in modem on my laptop. Works great on that end. I can make calls no problem.

But, when someone calls my home, I want to be able to see caller ID on an alert on my screen; and/or an option to answer the phone.

With dialer.exe, it seems I am only able to make calls; not receive them.

Does anyone know of a freeware application that does this? Or a way to make Dialer.exe do the things I wish?
