Icon Packages are normally just zip files. You should be able to extract the icons from there.

No,this one is in .ip,you can extract it with 7 zip,and the extract file (.icl) open this icl with Axialis Iconworkshop,have you asked the author to make as a png or ico ?

You need IconPackager in order to open those files. Then once you've installed it into IconPackager you can check the theme folder to see if it dumped the .ico's there, or there would be an .icl file you can open with Axialis to port to png.

An ".ip" is simply a compressed zip file with a renamed file extension, as are dxpacks, etc. By changing the extension to .zip I can even open it with Windows default zip.
