it's called Arabesque and Shell, Arabesque probably being the one which you are referring to.

And holy crap man, Leopard's been out for 5 days, I'd be incredibly shocked if someone's ported it that quickly. You know, it's not just like they push a button that says "Port OS X -> Windows" and poof, there it is! It takes a lot of work and reverse-engineering, and rebuilding from the bottom up. Then there's debugging. I tip my hat to a man who can accomplish this so quickly!
