Unlock Dreamweaver templates

how do I make my head tags within a template.dwt editable in dreamweaverCS3?

(google was no help)

I don't use DWT files (I write my own "templates"), but can't you just save it as an HTML document, edit the

section, and then export it back as a DWT?

Just guessing here. Sorry if it isn't any help.
