It all depends by what you mean "upload a document".

If it's just to your own website you can use a FTP client like Cyberduck for Mac or Filezilla for Windows. Both of which are free and easy to use.

If, however your talking about forums etc, they should have they're own "upload" button allowing files to be inserted etc.

For windows check out WS_FTP... it's free too!

Should be more than enough space to store doc files and such. You can also access it on other computers.

And it doesn't look like Google is diving into a pit of bankruptcy, so I'll say it's pretty "permanent".

Another file vault I'd recommend is www.enips.com. You can either make them private or share with anybody else.
