Pixadex for Windows

Is a version of Pixadex for Windows or is there any close program for PC ?

I don't think Pixadex will ever be ported to Windows, and the only similar programs I can think of are ones like Windows Photo Gallery that hold all your photos and offer some basic editing.

As far as I know this program is not for photos its for icons. Unfortunately Icon Packager is not that cute as this program
