Just make one of your own as Raats has mentioned above. Use Photoshop (or GIMP) to play around and try to mimic that effect. It looks like it has a vertical white to transparent Gradient. You could contact that author and maybe s/he can giver you some tips on how to make it...
The thing is ... I dont have photoshop or GIMP
GIMP is free so if you'd like to do some photo editing and what not, give ita shot because it is a wonderful program.
If not pm me your wallpaper and screen resolution and I can give it a shot, although I can't guarantee it'll be as nice as the one you posted.

Ok, for all those asking for so long..
Leopard OB theme for the cosmos wallpaper.
Please note that each different screen res should strictly have a different tigerbar.bmp to work properly (it can look distorted if you use the wrong res bar).
If I get the chance sometime, I will do a pack of interchangable bars that you can choose from. This one is for 1280x800 screens.
The other option is to upgrade to Object Bar2, then you can make your current bar as transparent as you wish!

What version of ObjectBar do you all have? I have version 1.65 and I have an option to make my bar transparent. Just right-click your bar and go to properties. Then click on the very first bar on the list on the left. On the right side you should see five tabs. Click on the 'Advanced' tab and you should see the transparency section. I've attached a screenshot.
