it kinda looks like they just used a normal brushed mac skin in windowblinds and used the WB color controls to adjust the brightness and contrast.

as for brushed glossy black look... theres a theme called 'dragon' on mac osx; http://interfacelift.com/themes-mac/details.php?id=114
(that looks absolutely nothing like the screenshot) but its the slickest black theme i've even seen.
there might be a port for windows, but i've not found it yet. lucky i have OSX tho
