... umm I dont know for sure BUT, I'm pretty sure the hardware Would be the same.
However, the graphics card may perform better under Windows than it will under OSX. Due to software such as Direct X in Windows (vs Open Gl in Mac OSX).
If you were to run bootcamp (and run windows on your mac) then there should be no performance differences between a Radeon 9200 in a PC box and a Radeon 9200 in a Mac box (I use the word box because thats really the only difference besides the EFI/bios).
The bootcamp installation installs windows drivers, including one for the graphics card. I assume this driver would be no different to the one offered for windows on the Ati Radeon site.

Currently, that might be true (DX10 vs. OGL 1.3).. but not necessarily correct. OpenGL 2.0 specifications hints at Unified Shader approach. Reason for DirectX's success is money Microsoft can put into R&D for it... and since majority of desktops run MS OS it's easier for them to push it across wider platform. Anyway, it's not relevant to this thread but performance mostly depends on how hardware manufacturer is implementing OGL drivers.However, the graphics card may perform better under Windows than it will under OSX. Also, theoretically there is no difference in Graphic card used on Mac against generally available similar card (Radeon 9200 for example) since the inception of x68 based mac hardware.
You still can't use any generally available graphic card on mac (such as mac pro), only because of drivers. Apple doesn't write drivers for all available graphic card that's why only specific models are available on mac.
