Genetic mutations are partly to blame in this outcome. From the looks of it, though, this probably occurred manly from a malfunction at the cellular level during early pregnancy.

They're 2 people, sharing a few organs like their reproductive system. If you read, there was also a third arm that was removed. So essentially they're siamese twins.

Happens when the Zygote begins to split but fails to completely separate. (identical twins come from one egg btw).
