To be honest, the best thing you could hope for is to be "sponsored" by a member and piggyback on their server. A few years ago, Needlemen provided a bunch of hosting all around, but that and its company disappeared over the years.

I echo NC's views on this: have you tried Googling it? There are a whole bunch of free hosts out there, and many of them are decent. If you're only doing a portfolio site, you'll probably not need more than 50MB.
Pay 
you get what you pay for. if you really want people to take you and your portfolio seriously you should at least invest in a domain + hosting
now days you can get hosting for under 10 bucks a month.
plus to its always nice to have an e-mail thats pointed to your own domain and not to one of the free ones.
